Hey All,

As per the discussion on fundraising, I see a need for a capital
projects group.  Perhaps this description is already encompassed
within the charter of another group at this point, but from what I
have seen, it appears to be more an intersection of the Space Ops and
the Finance group.  I see work of this group largely being about
hashing through permits, meeting with contractors/subject matter
experts and discussing the general long-term plan improvement plan and
tracking project dependencies/contingencies.  Perhaps a bug tracking
tool would be helpful for this?  This group could report-to or
work-with finance or space ops group, whatever is preferred.  I would
be willing to bottom-line this group.  I think a lot of the work of
this group can be done in asynchronous mode and reports backs can
often be in the form of a wiki/email update as i would like this to
focus more information gathering/fact-finding than on binding
decisions.  Initially, an in-person meeting might be a good idea. The
information gathered can be can be brought to other groups so
hopefully there's less of a need to pile on another evening weekly
meeting for this group.

In many respects a lot of specific fact-finding work is already
happening, thankfully, but I think we could benefit from a little more
coordination, so that's why I'm suggesting a focused group so that we
can begin to look over how money fits into specific project
priorities/dependencies, etc.
