Cere probably is thinking of the warmth of standard incandescent lights with a color temp of 2700K. 
A light with 4000K color temperature is a cool white, good for detail work, not so nice for comfort...

The one in the lab room is 4000K, with a Color Rendering Index of 82. That is "warmer" than fluorescents (and zero flicker!), and much warmer than a daylight bulb. Good for doing detailed work - which is exactly what we need there - and acceptable for working with colors.

If we want mood lighting, we should get mood lighting. If we want lights to do soldering or other precision work, 4000K is great. Heck get both, so people can pick and choose what they need at any time. Plus a few >5000K, >90CRI daylight bulbs for people doing artwork.
