[sudo-discuss] lighting options

I'm hoping that you just forgot to flip one of the two light switches for 
the space, and that there are more lights on the other switch.

if the lighting situation is suddenly fucked i think the obvious solution 
is to go on a lightbulb testing spree and restore lighting to sudo/CCL 
with that method, while we explore other options.

two-bulb flourescent fixtures like ours can fail to light for two reasons:
one (or sometimes both) bulbs are bad (but OFTEN ONLY ONE is bad)
or the ballast is bad.

most people don't have the patience to figure out which bulb is bad, so 
they replace one or the other or lose track of what they're doing and... 
in the basement of the Omni there are many light fixtures with one bad and 
one good bulb.  Some fixtures have a bad ballast and two good bulbs in 
them.

We should find a known good fixture (downstairs) and systematically test 
each bulb we have (in that fixture alongside a known good bulb) and when 
we're done, we can tape the bad bulbs into a giant log and dispose of them 
properly, and install all the good ones in sudoroom/CCL right away.
