Since the thief steals copper I suggest setting up a nicely presented coil
of copper wires discretely connected to an Arduino board on digital pin 2
and ground, with pinMode() set to INPUT_PULLUP. When the copper has been
removed it will open the switch triggering an interrupt function that will
log the event as well as possibly activate other devices such as a loud
alarm.
Then what would you do after the thief is caught red-handed?
