The inside scoop is that a group of folks (I believe to be Oakland
residents if I recall correctly) lobbied the city to prevent the
construction of that parking lot you see. Instead they coordinated artists
to create work to make an art park, as it stands today, or rather is being
unveiled? Is there still a fence there?

Also, now there are restaurants, bars, and beer gardens where this seems to
depict retail.
