[sudo-discuss] Proposal for Splitting the Sudo Meetings

New Proposal:

7:00 - 8:00 : Community Potluck + General Meeting (Introductions, Updates,
and Announcements)

8:00 - 9:00 : Working Meeting (Proposals, Conflict Resolutions,
Overflow Discussions)
